Previously, postal vehicles were required to pay a fee to travel through the territory of another country, and with the emergence of the UPU, the barriers and borders that hindered free international postal exchange and its growth were finally abolished. The UPU was established at the first International Postal Congress in Bern, Switzerland, on October 9, 1874. Edition of the thematic postal set according to the “Personalized Stamp” project.
